Apart from these two organizations, the Debian project is seen by some to provide useful advice on whether particular licenses comply with their Debian Free Software Guidelines. Debian doesn't publish a list of approved licenses, so its judgments have to be tracked by checking what software they have allowed into their software archives. Most free software licenses are based on copyright, and there are limits on what kinds of requirements can be imposed through copyright. Like any library it does not enter into copyright disputes between authors publishers and copyright holders. It is up to the legal owner to pursue copyright infringements directly with a program’s author and/or publisher. Completely FREE Software assumes that ALL copyright issues are resolved (even when told otherwise) and that program authors have full permission to use the characters, concepts and ideas presented in their programs.
